Bright bottle cap wings define this tropical bird, Arbi. Arbi is about 2" long, but it won't hold still for measurements. I think it's a he, but how does one identify?! The paper tail is from a friend's business flyer, with little protective chestplates of doodled-on rubber from old inner tubes.
